He is survived by: his children, Victoria Miller, Raymond Riggs and Willard Riggs, III; his siblings, Leon Riggs and Maybell Runyon; his wife Katherine Riggs; and his daughter Cynthia Greer. He is also survived by five grandchildren and five great grandchildren.
Visitation will be held on Tuesday, June 24th 2025 from 10:00 AM to 11:00 AM at the Jacksonville Memory Gardens (111 Blanding Blvd, Orange Park, FL 32073). A funeral service will be held on Tuesday, June 24th 2025 at 11:00 AM at the same location.
